Document Attestation Services in Dubai: MOFA, Embassy, and Apostille
Foreign documents must be attested (legalised) before they are legally recognised in the UAE. This applies to educational certificates, marriage certificates, powers of attorney, commercial documents, and more. This guide explains the attestation process, the authorities involved, and how long it takes.

What Is Document Attestation?
Without attestation, foreign documents have no legal standing in the UAE. This means university degrees, marriage certificates, powers of attorney, and commercial contracts from other countries cannot be used for visa applications, bank account opening, court proceedings, or government transactions until they are properly attested.
Is attestation the same as notarisation?
No. Notarisation is the first step, performed by a notary public in the country where the document was issued. Attestation is the subsequent chain of verification by government authorities (foreign affairs ministry, embassy, MOFA). A notarised document is not yet attested. An attested document has completed the full verification chain.
Document Types That Require Attestation
| Document type | Used for | Notes |
|---|---|---|
| Degree / diploma | Employment visa, professional licence | Must match the profession on the visa application |
| Marriage certificate | Spouse visa, family visa | Required for all spousal sponsorship applications |
| Birth certificate | Child visa, school enrolment | Required for dependant visa applications |
| Power of attorney | Legal representation, property transactions | Must be in Arabic or translated |
| Commercial documents | Business contracts, partnership agreements | Required for government and court submissions |
| Police clearance | Employment visa, Golden Visa | Some visa types require a good-conduct certificate |
The Attestation Process
- Notarisation. The document is notarised by a notary public or the issuing authority in the country of origin.
- Foreign affairs attestation. The foreign affairs ministry of the issuing country attests the notarised document.
- UAE Embassy attestation. The UAE Embassy in the issuing country attests the document. For Hague Convention countries, an apostille replaces this step.
- MOFA attestation. The Ministry of Foreign Affairs in the UAE performs the final attestation. This is the step that makes the document legally valid in the UAE.
Can I complete attestation from inside the UAE?
Steps 1 to 3 (notarisation, foreign affairs, UAE Embassy) must be completed in the country of origin. You can arrange these remotely through a family member, a local agent, or a courier service. Step 4 (MOFA) is completed in the UAE. Bizstart handles the UAE side and can coordinate with agents in the country of origin for the full chain.
How Much Does Attestation Cost?
| Step | Indicative cost |
|---|---|
| Notarisation (country of origin) | Varies by country |
| Foreign affairs (country of origin) | Varies by country |
| UAE Embassy attestation | AED 150 β AED 500 |
| MOFA attestation (UAE) | AED 150 β AED 300 |
| Legal translation (if needed) | AED 100 β AED 300 per page |
Express or urgent processing is available for MOFA attestation at a higher fee. The cost also increases if legal translation is required (documents not in Arabic or English).
Apostille vs Traditional Attestation
If your document was issued in a Hague Convention country, the process is: notarisation, apostille from the issuing authority, MOFA attestation in the UAE. This typically saves 1 to 2 weeks compared to the traditional embassy route.
Has the UAE joined the Hague Convention?
Yes. The UAE acceded to the Hague Apostille Convention, effective February 2024. This means UAE-issued documents can now be apostilled for use in other Convention countries, and documents from Convention countries can use the apostille route for UAE recognition. The MOFA attestation step is still required for the document to be valid in the UAE.
Attestation: Frequently Asked Questions
How long does the full attestation process take?
The full process (from notarisation in the country of origin to MOFA attestation in the UAE) takes 2 to 4 weeks. The home-country steps typically take 1 to 2 weeks; the UAE steps take 3 to 7 business days. Apostille countries may complete the process 1 week faster.
Express processing is available for the MOFA step (1 to 2 business days). Bizstart recommends starting the attestation process before arriving in the UAE if the documents are needed for visa applications or business registration.
Can I attest documents online?
MOFA attestation in the UAE can be initiated online through the MOFA e-services portal. You submit the application and payment online, then send or deliver the physical document for stamping. Some MOFA service centres accept walk-in submissions.
The home-country steps (notarisation, foreign affairs, embassy) vary by country. Some countries offer online foreign affairs attestation; others require in-person submission. Check with the relevant authority in your country of origin.
What if my document is rejected during attestation?
Rejection typically occurs because: the document is not properly notarised (the notary seal is unclear or the notary is not recognised), the document has been altered or tampered with, or the document type is not accepted for attestation (photocopies, unsigned documents).
If a document is rejected, you must correct the issue at the step where the rejection occurred (usually the notarisation or foreign affairs step in the country of origin). This adds time to the process. Using an experienced attestation service from the start reduces the risk of rejection.
Do I need to attest documents for every visa renewal?
Documents attested for the original visa application do not typically need re-attestation for renewals. The attested copies remain valid as long as the underlying document has not expired or been replaced. However, if you need a new type of document for the renewal (for example, an updated educational certificate), that new document must go through the full attestation process.
Keep your attested documents in a safe place. Replacing a lost attested document means repeating the entire attestation chain from the country of origin.
